How to Win Council Cleaning Contracts: A Practical Guide for Small UK Firms

Local councils buy cleaning for offices, libraries, depots, leisure centres, public conveniences and housing blocks. Many multi-lot tenders include smaller single-site lots ideal for 2–20 staff regional firms.

1. Where council cleaning tenders are advertised

Since 24 February 2025 under the Procurement Act 2023, new council procurements above threshold are published on Find a Tender, with regional portals (ProContract, In-Tend, Delta, Public Contracts Scotland, Sell2Wales, eTendersNI) carrying the tender packs and lower-value quotes.

2. Pick lots that fit your turnover

Councils typically check that the annual contract value does not exceed 33%–50% of your annual turnover (Assumption — always check the specific tender pack). Look for single-building or lotted contracts between £25,000 and £250,000 per year.

3. Prepare your compliance & social value answers

  • Public & Employer's Liability insurance (usually £5m–£10m)
  • Health & Safety policy, RAMS, COSHH assessments, and SSIP accreditation (CHAS, SafeContractor)
  • TUPE cost modelling and Real Living Wage commitments
  • Local social value (local hiring, eco-labelled consumables, low-emission supervision vehicles)

4. Track council contract renewals 6–18 months ahead

Council cleaning contracts typically run for 3 to 5 years. By tracking published award end dates before the re-tender goes live, you can register on the council's e-tendering portal early and prepare your bid without rushing.
